New Version of Media Development Decree Issued in Belarus

On April 10, President of Belarus Alexander Lukashenko signed a decree “On the development of the mass media,” the Belarusian Telegraph Agency (BelTA) reports with reference to the press service of the head of state. The new edition contains additions to the decree of March 31, 2022 on the development of the media in the Republic of Belarus.
The document updates the approaches to the development of the national media, expands the areas of using funds for the placement (distribution) of advertising for the creation and promotion of Belarusian content.
The new decree was signed in order to ensure the sustainable economic situation of the national media, as well as the production of Belarusian content in the required amount.
The document establishes a fee for outdoor advertising in the amount of 10%, in other cases – 20% of the cost of advertising distribution services. The fee will be paid by advertisers and sent to support state media resources. Also, the value added tax rate for the provision of data transmission services was changed from 25% to 26%.
In addition, the new version of the decree regulates the rules for signing contracts between foreign advertisers and Belarusian advertising agencies. In case of non-compliance with the requirements, the provision of advertising services will be considered illegal activities.
Recall that the placement of advertising on the territory of the Republic of Belarus is a subject to taxation in accordance with the decree on the media of March 31, 2022. Exceptions are: social advertising, advertising on bulletin boards, advertising of events organized by government agencies; advertising in buildings.
