Kazakhstan Approved a Cooperation Agreement with Russian Universities

President of Kazakhstan Kassym-Jomart Tokayev signed a decree on the ratification of an intergovernmental agreement with Russia, which provides for the creation of branches of organizations that are engaged in higher and postgraduate education of Kazakhstan in the Russian Federation and branches of educational organizations of higher education of the Russian Federation in Kazakhstan.
According to the press service of the head of state, the agreement was signed in Kazakhstan in February 2022, but the ratification process was completed only this month.
Branches of universities will operate in accordance with the legislation of the country in which they are located. State control and accreditation of Russian educational institutions will be carried out in accordance with the legislation of Kazakhstan. “The task of the Government is to ensure the unconditional implementation of the agreements reached by the leaders of the states,” said Russian Prime Minister Mikhail Mishustin.
Education in universities can take place in the state languages of the two countries with the obligatory study of the Kazakh language and the history of the country where the branches are located within the framework of educational programs. This will allow Russian educational institutions to obtain a Kazakh license when opening them in the Republic. It also provides to graduates the issuance of documents on education of both-countries samples. It is planned that on the basis of an agreement between Kazakhstan and Russia, the opening of branches of universities on a parity basis will be enshrined.
The list of educational organizations whose branches can be created in the Republic of Kazakhstan and the Russian Federation is defined by the subcommittee on cooperation in the field of education and science, established in accordance with the decision of the 21st meeting of the Intergovernmental Commission on cooperation between these states.
Currently, there are four branches of Russian higher educational institutions in Kazakhstan: Voskhod of the Moscow Aviation Institute, a subdivision of the St. Petersburg Humanitarian University of Trade Unions, Chelyabinsk State University, Moscow State University named after M.V. Lomonosov. In total, about 4.5 thousand people study in them.
